The Jefferson Woodlawn Lake Community Development Corporation (JWL/CDC), a 501(c)(3) organization, was created in 1994 by local business owners, city officials, and various members of the community to assist in the revitalization efforts of Jefferson Village Shopping Center on Donaldson Avenue; one of the first modern shopping centers in the United States, and later expanded to include Woodlawn Lake and Park, West Avenue, and the entire Jefferson Woodlawn Lake area to include the “Deco District” along the Fredericksburg Road corridor within the inner city loop in San Antonio, Texas. Fredericksburg Road was also part of the Old Spanish Trail; the first paved coast-to-coast highway in the United States! These goals are reflected in JWL/CDC mission statement:

The Jefferson Woodlawn Lake Community Development Corporation will combat community deterioration and decay by assisting in the revitalization of neighborhood businesses, attracting new businesses, improving economic conditions, assisting with renovation and redevelopment of housing, helping to improve and enhance existing parks as well as addressing neighborhood safety and education concerns.
